Happening as we speak. :-) The unresolved question is whether there's
useful metadata elsewhere in the image that might usefully be applied.
The EXIF comment comes to mind, but I have no idea whether that's
widely used, or not.

Have you thought to look into the requirements of photo agencies? Whether news or stock, they likely require some metadata, and that can provide a good starting point. Title, Caption, Keywords, Comment all spring to mind. A sequence of tests and using the first non-empty result is probably needed. I can ask a friend, a freelance news photographer.
