It's not a font issue. It is an issue with setting a keybinding to a key on the 
german keyboard that is, for example ö. On a German keyboard there is an ö key 
to the left of the ‘L', you don’t have to type option-u+o to get it. Assigning 
that physical key to a keybinding is what people are reporting as not working.

For example, here is a picture of a Mac aluminum keyboard (German):

notice the keys to the left of L and P? Notice that the ‘-‘ is now a ß? Now 
imagine that you tried to set command-[ to a command and it didn’t work. that’s 
pretty much what is happening when Command-ü doesn’t work.
