Just to add another data point, I’m seeing the same thing, even after upgrading
to 11.6. If nobody else is running into this, it’s probably just as Rich says,
some kind of external interference.

The following is from a Mac (I tried with macOS 10.12 and 10.11)

openssl s_client -connect versioncheck.barebones.com:443
<http://versioncheck.barebones.com:443/> < /dev/null
CONNECTED(00000003)
1444:error:140790E5:SSL routines:SSL23_WRITE:ssl handshake
failure:/BuildRoot/Library/Caches/com.apple.xbs/Sources/OpenSSL098/OpenSSL098-63/src/ssl/s23_lib.c:185:

Linux gives a little more details:

openssl s_client -connect versioncheck.barebones.com:443
<http://versioncheck.barebones.com:443/> < /dev/null
