This may or may not have anything to do with your problem: Last week I know of an instance where an entire netblock was blocked by NIH from www.ncbi.nlm.nih.gov because a compromised machine on that netblock was attacking them. If this is their normal response, then your netblock may be being blocked from the ftp site for similar reasons. In the case I know of, they sent mail to webmaster at the domain in question (of all places), so they may be trying to reach you and the person getting the mail may not have a clue what to do with it.... All I can suggest is trying to reach their sysadmins....
