The 220 message and the following 421 seem to indicate they are blocking 
you.  

Since 220 means successful connection.  The dash (-) means multiline 
message.  And the text on it is "Warning Notice!".  Is that really what 
you get or did you edit out the rest of their warning message?   Because 
the muliline message is supost to end with a plain 220 message.  

The 421 means something went wrong.  Like them closeing the port on you.

The codes are all listed in RFC 640.
