Another admin worked on this, and reported that it stopped 
hanging after he reinstalled wu-ftpd, then began hanging again after 
about 1/2 hour.  At that point he added another nic, a cable to the 
local switch, and a route such that the box could reach a name server 
(which violates the project requirements so it's not a real fix).  
It's not showing the hang problem at this point; I don't understand 
why reinstall would 'fix' it for 1/2 an hour.  The timeout was the 
same each time.

        telnet was connecting without delay, when ftp was showing
the problem.  man gethostbyname and gethostbyaddr mention /etc/hosts
and so on; I probably won't have the time to look at source this 
week, but depending on project-level decisions recompilation might
be the way to go here.

        No tcpwrappers; identd is not running.  wu-ftpd is started
by xinetd, no delays in starting a gui prog instead of the ftp server.
I don't see any timeouts reported in /var/log/messages, the entries
there from wu-ftpd all show venus resolved by name and ip for each
connection.

        /etc/hosts lists the two boxes on the segment; host.conf
does contain "order hosts,bind".
