some work and alot of testing. To be honest i've forgotten the exact state, because the biggest problem is it breaks the interface. Annotations currently come thru as unknown attributes.

if we were to add annotation support, current code that was working using the unknown attribute would break
this was deemed unacceptable for a point release.

They are non active. They can remain in the jar, they are not created at all
thru parsing a class file. (Harmless cruft at this point).

Well, they should not be part of the release then IMO.
How much work is left to activate them?
