I need to know if there is any new partition technology for Linux after
ext3 or its the latest.

ext3 is the best general purpose file system for Linux. The other filesystem
are either tuned for security, speed or consistency. ext4 is being developed
and is available from 2.6.19 kernel.
You can also use reiserfs which is a lot faster but more prone to data
corruption in case of power failure.

I'm going to make a ext3 partition using partition magic. then after
booting from ubuntu CD i'll show this one as my target partition. Is there
any better way than this?

When you install ubuntu, in the partition editor you can do the same thing
you've done with partition magic. Here you also get the chance to format
your partition with your favorite filesystem type other than ext3 which is
not available with partition magic (that's what i have seen in version 8)
