Roto-tilling this soil will be very problematic. When you destroy the structure of clay with a rotary tiller You immediately create drainage problems. A spader is the best way to till this soil. Maybe somebody near by can do this for you. Get some compost piles going and make small gardens in raised beds. You will most affect change under the piles of compost and be able to grow best in these spots...sstorch
