Yes its quite possible to work simultaneous on sln files.   Now suppose you have 
solution file, with required no of projects with in. To work on sln and projects, you 
must have the local copy.   Then developers will have only copy of sln file and one 
will only need to check sln file only when he want to add new project in sln, bcoz sln 
file have only project related details, not abt the details with in project.   After 
adding(deleting) project you can checkin the sln file again and also add the new 
project created in vss.   I did n't understand the other reply, i think u want to know
