Hi.....
To develop GIS related
applications you need OCX control which you can call into .Net framework as
Controls. But unfortunately there are no freely available Active -X controls to
develop mapping related application insteead you have to shell out big
bucks.
ESRI's MapObjects OCX control is one
of most widely used map control for develping application using VB, VC++ &
C#. Likewise we have MapX also from other vendor but that too is paid one. Check
out these

www.bentley.com
I do have experience in developing these
type of applications and I used all three VB, VC++ & C# with MapObjects. If
you have any specific requirements and looking for very limited funcitionalities
then I can suggest you something else other than these paid controls eg. to use
web service as this not requires any domain specific knowledge and cost is also
minimum.
