As 
Jerome already said, Windows 2003 OS comes with .Net framework pre-installed in 
it. Hence, your application set up can run fine on this OS.
 
To 
answer your second question, while creating Apllication Setup using Setup wizard 
you can include "dotnetfx.exe" as support file. Later in the deployment 
environment you can run this exe separately which would install .Net framework. 
Otherwise, if you are making Application set up using InstallShield software, 
there is a provision for you to specify running different exe files in order. 
You can even do wrting into registries and things like that.

                How to ignite the execution of an exe file while the setup 
                file is clicked. i mean how to execute a file (exe file) when 
                the setupfile is started to run. what i mean is befire the 
                application is setup and installed i want this dotnet 
                redistributable to be executed.
