Yes, you got it right!
 
The typical .NET Framework that you would 
have installed on your system has the .NET Framework, the Runtime, and a lot of 
tools/wizards for the SDK. All of this is required for development and running 
.NET applications.
 
On your target systems, you would typically 
only want to run the applications and not do any kind of development/debugging 
activity. Hence, only the runtime is enough.
 
The runtime is also freely downloadable from 
Microsoft site. The msm package is a merge module package intended for you to 
use when you want to package the .NET runtime along with your application 
distribution.
