I recommend you install SP3 on the client and the server machine. There are many issues because of older versions and we might be shooting at the dark. Now understand that there is NO service installed on the client for the SQL Server client tools. Now on the server there is a MSSQLSERVER Service that needs the above mentioned steps of changing the permissions. AFAIK, there is no requirement for the SQL Server Agent to be online. Please do the above steps and get back to us.
