Answers : 

 
1.    I think you cannot call a function from c#,  
Make stored proc and then call from there.
    
    you can use the function name in select query and then use 
select query in sqlcommand object..
2.    Writing the column names is always faster than *, 
even if u select all the columns.  
         SQL Server fetches the data for only those columns 
specified in select column list.
