Yes. 
It would be better to store them in an XML file. We have used resource files for 
this but then if you wish to make any changes to the message the resource file 
has to be rebuilt and deployed again.

                Better go for an XML file, where u store all ur error msgs. U 
                can pick up the msg's from the xml file and diplay to the 
                user. At later stages if the user needs to changes the error 
                msg's all u need to do is just change the contents of the XML 
                file. This will be very easy for u as it doesn't require any 
                rebuild.
