Yes 
that thought did come to my mind, but even if you go for a resource file , you 
will have still have a  file access.  
 
We 
could think about DB ,but then adding or changing is a even more complex 
process.
 
I 
would think ideally you would opt for the Caching block and setup a 
FileChangeDependency.
