In trying to package it for Debian, I've run up against the startling
increase in dependencies, especially for documentation.

I can understand a dependency on Sphinx. (Good choice.)

Why is there a dependency on xsltproc, and why is Docutils and Sphinx
insufficient?

What is “numpydoc”? That doesn't even seem to be in Debian. (It's not
the same thing as ‘python-numpy-doc’, AFAICT). What need has the Bugs
Everywhere documentation for anything to do with NumPy?
