Bit of a newbie myself so excuse me if this has already been answered
sufficiently - not too sure of the protocols on answering queries,
especially ones wherein the answer isn't perl based.

Yes NT does audit who changes the file - irritating as it is to admit it, in
this case it has functionality that *nix doesn't readily provide.

Regarding the security auditors with root access - wouldn't implementation
of SUDO provide the auditors with the necessary access without giving them
root privileges whilst at the same time providing the ability to audit their
actions?

But don't forget the security implications of SUDO, e.g. SUDO rights to run
vi or emacs allows the user to break to the command line with root
privileges - I think.

Please check what I've said carefully before implementation, as I've said I
consider myself a newbie and am only repeating what I've read and briefly
implemented.
