I don't know if this will be helpful because Bob's problem was outdoors, he
was fine indoors.  But Bob did the same thing, backing up at new people.  My
breeder said to absolutely *not* let him back up.  When I would take him
out, if he started to back up I'd put my knee behind his butt and move the
rest of me as far away as possible while still being able to control the
lead.  After a few times of doing this he doesn't even try to back up now.
He will sit and look bored but that's just him I think.  He's a mama's boy.
