You might have better luck by syncing everything except the address books. Usually OTA activations tend to time out when the device is downloading the contacts if there's a significant amount of contacts to download, either due to internal network traffic or OTA traffic. Then once the device is activated go back in the BES console and set it to sync the contacts, the device will restart the enterprise activation and start to download the contacts.
