You can just enter the password incorrectly however many times you set it 
to so that the device will wipe. It should then prompt the user to enter a 
new password and you can perform Enterprise Activation from there.

[Bes-admins] Help - Erase Data and Disable Handheld






I have a user who lost the BB and I sent this command.  Now they have it
in hand.  How do I get it unlocked again for them?  What is the password
to unlock?  The device is remote, I do not have physical contact with it
and the user does not have DM.  BES 4.1.6 and Exchange.
