I'd suggest setting the user to non-cached mode as a test and see if it works then, or just test it via OWA. If it works via OWA then you may well have some kind of Client to Exchange latency issue or a problem with the cached Outlook file. Bear in mind, if this person is a heavy user as well as in cached mode I wouldn't be surprised if it could take 30 minutes upwards.
