Another thought - what if it had been set to 3, then changed to 5.  would 
setting the max to 3 have forced the current limit to 3, then upping the max to 
5 not changed anything but allowed the users to manually increase to 5.

BES sets the maximum allowed. The device can always be more strict than the IT 
Policy. Have you checked to see if the users can change to 5?

Please Help 

I pushed out a BES IT policy to all the devices in my company and only the BB 
Storms and Storm2 devices are getting the right IT policy. 

On BB Tours, Curves, and Pearl devices for example on when unlocking the users 
are getting only 3 password attempts on the BES its set to 5 password attempts 
to all devices. Is it cause of BB OS's installed on the devices is it my BES? 

I am running BES 4.1.6 with Exchange 2007

Weird???
