This will happen if you have the "Duress Notification Address" policy set. It's in the IT policy > Password policy group > Duress Notification Address. If you clear this policy, you should get back the full number of password attempts.

On BB Tours, Curves, and Pearl devices for example on when unlocking the users are getting only 3 password attempts on the BES its set to 5 password attempts to all devices. Is it cause of BB OS's installed on the devices is it my BES? I am running BES 4.1.6 with Exchange 2007 Weird???
