I agree, sounds like a Duress notification setting, this automatically cuts the number of attempts in half. I struggled with this one a few years ago.

On BB Tours, Curves, and Pearl devices for example on when unlocking the users are getting only 3 password attempts on the BES its set to 5 password attempts to all devices.
