It's not. BESX uses DM or a form of DM to activate the blackberry. It should
work just fine. When talking to my partner rep at RIM they stated you don't
need BES, so you should have no problems on Verizon, unless they find a way
to block it, which is typical on their parts of trying to get more money out
of you. Someone should give it a try and report back, a test never hurts to
prove a theory.

Verizon says the same thing with android phones. 

Mine works fine with exchange and the lower $29 data plan. 

The vz rep stated business email = business plan, but that doesn't look to
be true.
