Thanks for you reply.
When I try to create a user via user -> create user the only users I can
select are the users from one single OU.
This is also clearly visible when I leave the "search fields" empty and
press search. 64 users from 1 OU are displayed and no users from any other
OU.

Any more ideas?

Are you going to "Users -> Create user" to add a new user to the BES
(v5)? In or environment (Exchange) going to create users allows us to
add a user using their email address.

I'm trying to get a better understanding about what you are seeing.
