Delete the appropriate service book on the phone - then resend service books.  

I have to delete Desktop [CICAL], Desktop [SYNC] and Desktop [OTASL] at times 
on various devices.  

Options > Advanced Options > Service Books

One phone seems to have lost its ability to connect with BES for any
data.  Phone stuff, like calls and text, working fine.  Battery pulls
and service books have been tried.  I even tried updating the host
routing table.

Any ideas?
