They definitely need 5.0 on their device. There are ways around it if another carrier released 5.0 for that model (though not really recommended), but 5.0 is a requirement.

When you do a lookup it is a live connection back to your Exchange through the BES, our GAL/DL's are not synced down to the BB. The OP asked about syncing local distribution lists.
