I had this issue after using Enterprise Transporter to migrate users to a new
BES 5.0 server. I reactivated them and it stopped the messages.

Subject: [Bes-admins] Recurring Activation messages

We’re on BES 5.0 and since we’ve upgraded, I get random reports from users
saying they’ll get a new activation email on their phone even when I’ve not
made any changes on the BES.

Any idea what might be causing this issue or what I can do to keep it from
happening?
