I've had the same issues, however only with Storm II users. It seems the contacts folder from Exchange are taking FOREVER (2 days in most cases) to fully sync down. Sure fire way to tell, look at the BB itself and see if the Enterprise Activation icon is still on the desk (of course a couple users I've had are savvy enough to 'hide' icons, so keep this in mind while checking.
