RIM has a user migration tool. As long as you are using the same platform that would allow you to move the users from one BES server to the other. It seemed simple to use and it might do the trick if you are moving to the same mail environment. We were moving from Exchange to Domino and the data formats do not match so it would not work for us. Or are you using MSDE? If SQL server is on a separate box, get a temporary SRP from RIM, install new server to the same Blackberry domain and SQL server instance. Move users to the new machine.
