If your host BES doesn't allow customer IT Policy, and you want a custom 
ITPolicy, then you'll need to look for a new host I would think.

In my original post I specified that we wanted to put our policy on the device 
(via cable similar to how one removes a policy with bbsak) after the host has 
activated and push the initial default policy. They do not resend the policy on 
schedule after the initial activation. Please see my original post.

Ah, ok, both.  Well, once the device is bound to the BES it is "owned" by that 
bes.  New policies, new encryption keys, etc.  Once the device hits the hosted 
BES those devices will receive whatever is assigned from that BES, overwriting 
yours.  (It sounds like you will probably get a blank DEFAULT policy, but 
that's just a guess.)  You always push something for a policy, even if it is 
only the Default.

one of these policies on the hosted devices without impacting the encryption? 
Also, the host does not send out the default policy after the device is 
activated so we are not concerned about that overwriting our improved policy.
