Yes that is correct. They can provide BES AES type encryption packaged over Activsync though for a higher level of security I believe.

You still rely on Exchange ActiveSync for the actual PIM sync and transport. My understanding with the BlackBerry Device Service (for PlayBook) is that it also relies on Exchange ActiveSync.
