Igor, https://datatracker.ietf.org/doc/draft-dunbar-idr-5g-edge-compute-app-meta-data/ proposes a matrix called "Site-Capacity" to address the problem described by your draft. All routes from one CE are assigned with a Site-ID in the BGP UPDATE message by the PE. If the PE detects the failure to reach a CE, the PE can send a BGP UPDATE with Site-Capacity=0 for the CE's Site-ID. Then the routers receiving the BGP UPDATE message would consider all the routes from the CE effectively not reachable.

Lots of networks I know including the network I operate distribute Internet prefixes by means of IP VPN instead of the GRT. The document addresses one of the problems related to this approach but is not confined to it. I kindly ask the WG for comments and suggestions.
