strings in context like  mean=: 3 : '+/%#'   need no translation

We don't know beforehand which strings need translation.  The
extraction output are meant to be edit by hand.  There is an gnu
program 'xgettext' but that cannot handle J script.

incidentally C programs define a macro _ for gettext.
  _("string")  instead of  gettext("string")

gettext is locale aware. AFAICS most linux projects use gettext and
gtk+ itself in particular already use gettext.
