Yes, this is what is proposed.

The official J7 distribution will be a barebones system, that will be
essentially what Jsoftware provides and supports. Using JAL, you can
update this as you wish, for example to get the various IDEs. We might
pre-package some systems for easy download.

Note that this not how the beta systems have been packaged so far.
