Remember that JHS might just be a front end to a local J installation (and 
perhaps the default front end for some new users). In that situation then 
having "GUI" JAL support would be nice (not essential as the command line jpkg 
interface would still work).

For a remote-shared server (like the jsoftware jhs) then I imagine it depends 
firstly whether the ~addons folder is shared across all users/sessions or are 
user/session specific. If they are shared, then it might be handled by user 
permissions? All users would be able to view installed/notinstalled/status etc. 
"Admin" users would be able to install/maintain addons.
