Yes, I use Tab and Shift-Tab a lot in browser windows, and I also use
arrows in menus and drop-down list controls, but these controls do not
seem to recognize arrows for me.

No, wait. I see. Tab stays in each of the menus such as link once you
have clicked on it and proceeds within the menu items. To select a
menu itself like link requires a return after tabbing to the desired
menu. This is a change, but I can adjust to it fine.
