I've noticed similar problems on Windows 7. There the menu-item text is black, 
but turns white when you mouse over it, however the background also lightens 
and so the contrast between the two makes it hard to see the highlighted text.

I think this is related to the Gtk theme specified/installed in your Gtk 
install. This theme affects the "widget" appearance for all Gtk-based apps on  
your system not just the J7 IDE. There does seem to be other theme options and 
instructions to change, but I'm not sure that there are better (more Windows 
like) ones for Windows versions later than XP. If there is I'd be keen to hear 
about it!
