Ok, thank you Ric and Bill for your help!

Now The GTK IDE is more stable in my machine. I also had to copy the iconv.dll 
from old gtk/bin to the new gtk/bin. Now I get these:

(jconsole.exe:2184): GtkSourceView-WARNING **: Failed to load 'c:/j7w/system/co
fig\j.lang': could not find the RelaxNG schema file

And this in Finnish!:

("Couldn't find icon gtk-file. Also the theme hicolor could not be found so

I downloaded the Gtk+ 2.22 and unzipped it to ~install/gtk
Ms-Windows theme is nicer than before on Win7 - the issue with white 
backgrounds to the menu items which made them hard to read is solved!! Yay!

The download doesn't include GtkSourceView though so there is no syntax 
highlighting though.

I tried downloading the latest windows binary (2.10) for GtkSourceView linked 
to from here:

http://ftp.gnome.org/pub/gnome/binaries/win32/gtksourceview/

I unzip that to ~install/gtk. Now when I try to load 'ide/gtk' I get a message 
that libxml2-2.dll is missing. (Note that the page above mentions that 
GtkSourceView requires libxml2)

So I find the web page for that:

I download the latest (2.7.7)
ftp://ftp.zlatkovic.com/libxml/

And unzip to ~install/gtk.
Still get the same error message.
Try with older versions of libxml2 and adding iconv as well with no change.

I then copied libgtksourceview-2.0-0.dll from the original gtk folder supplied 
by Jsoftware. Now works fine.

I established that the only steps that seem to be necessary are to 
 a) Unzip the Gtk+ 2.22 download in ~install/gtk
 b) unzip the GtkSourceView 2.10 download in ~install/gtk
 c) copy over the Jsoftware-supplied libgtksourceview-2.0-0.dll to 
~install/gtk/bin

There is no need to install libxml2 - perhaps the file supplied by Jsoftware 
has the libxml2 compiled into it?

I didn't come up with a solution that let me download binaries for Gtk+ with 
GtkSourceView from 3rd-party websites that worked.
