You may want to check out source of the verb getgtkbin. It will show you where 
the various bits get downloaded from and to.

For 64 bit it does actually download the 32-bit version of gtksrouceview 2.10, 
but then replaces the 32-bit dll with a 64-bit version hosted on the Jsoftware 
server:

http://www.jsoftware.com/download/lib64/libgtksourceview-2.0-0.dll

That is supposed to get downloaded to ~install/gtk/bin
