Indeed it was!  I'm particularly happy with the GTK IDE icon installed by
default, and the clear instructions to get the complete system running when
that icon is launched (even down to detecting whether I had administrator
privs, and suggesting what to do if I didn't).  Also, as Chris noted:

And this is true too.  After following the instructions, GTK IDE popped up,
had syntax highlighting, didn't complain about the ~snap directory, etc.

Well done guys!

Outstanding issues:

        *  The WinZip installer is still a 32-bit program, 
           which causes a "System Install" to show up in 
           the wrong place.
           
           Suggested resolution:  Allow me to specify 
           where a "system install" will take place, while
           still segregating the J system from user files
           (which should still be placed under %USERPROFILE%)

        *  The GTKIDE icon is undifferentiated from the 
           jconsole icon.  

           Suggested resolution:  make a new J icon in 
           a different color (purple? green?) and attach
           it to the GTKIDE launch shortcut.

        *  The installation instructions didn't mention the 
           breadth of JAL addons.  They did prompt me to
           do   install'gtkide'  , but I think they should
           also suggest I do  install'all'  or at least 
           mention there are other installable addons, and 
           how to get a list of them.  

           This is particularly true for a system install,
           which requires the not-particularly-convenient 
           extra step of launching J as an admin whenever 
           I want to install Addons. Easier to do it once
           and be done with it.

           Suggested resolution: prompt the user to 
           check out the rest of JAL, or just suggest
           he do  install'all'  instead.

        *  There is still no help installed.  Not even
           after  install'all'  .  

           Suggested resolution: Maybe there should be
           an  install'help'  which downloads all the
           help files?  (And  install 'help'  is implied
           by  install 'all'  like everything else is.)
