Well, perhaps one approach would be to publish a "style guide" that documents the limits of the pacman display and suggests a maximum length for the one-line package description. The one line package descriptions only seem to be used on the pacman page, not on the description page.
Since the only purpose of the one line description is to be included in the pacman display, it seems as if it would be nice if it were helpful determining the most important function of the addon. I found that, imagining I was a new user, the one line description for tara was not helpful in determining much about that addon at all. I certainly would not expect that the full descriptions be included in the pacman page. It does help to know that the full descriptions are available, but I felt there would be utility in having the one line descriptions be as meaningful as possible. Another idea would be to make the one line descriptions clickable links that take you to the long description for that addon.
