That's correct.

Because it seems to confuse Joe Sixpack. Most users don't care about that  
choice, and most of those who don't care probably have no idea what a  
service is (remember that a typical single user XP will log on  
automatically). So they might start to care because they don't understand.

That's why I implemented the service enabler as an installer: it's taking  
care of permissions etc., asking for an admin if needed. That's getting  
more and more important with Vista.
