AFAIK, there is no way to tell an RPM that a "Requires" has an "or"
condition.  I set the RPM to require /usr/share/mysql/errmsg.txt which
should work for all RPM-based distros.

AFAIK, nothing has been fixed for that bug.  There was some discussion
of trying to fix it in the RPM, but I think the issue goes beyond the
RPM.
