Do you have a slow internet connection active on that PC? Win seems to have bad scheduling related to that. I've got a system that dramatically slows down all loopback traffic as soon as I connect a line with a bad ping.
Do you have SoftSqueeze running? Another resource hog on my Win installations. Next suspect: iTunes, especially in combination with iTunes updater plugin. You did disable your virus scan for a trial, didn't you? Safari on the PC is pretty fast, yet I doubt this is the browser. Oh, and: WHAT EXACTLY is being slow? Are you lacking responsiveness or is it loading the page?
