1. check that SC is not running (is shut down before the installation)
2. check whether there's an app listening on port 9000
3. go through the list of known apps
4. if 2. is true, then
4a. use port 9010 instead on a first install
4b. display message regarding the port conflict if there's already a 
server.prefs
