I am glad that someone has raised this question as I have also been pondering on this for a while.
iTunes (at least on my Mac) seems to be able to distinguish between Date Modified and Date Added. Within iTunes I use Date Added to find out what my 'New Music' is and have got a playlist for 'Recently Added' songs. This differs from the 'New Music' in SC which seems to be based on Date Modified. So if I change a tag on a song it then becomes 'New Music' according to SC even if it is a file I have had for ages. For this reason my iTunes 'Recently Added' and SC 'New Music' rarely agree because I have a habit of tinkering with tags as and when I notice that, for example, the spelling of a song title is incorrect. Each to their own, but I would vote for SC's 'New Music' to be based on Date Added instead of Date Modified.
